I used PSE 20 before.

I just installed PSE 21.

All photos were imported.

But no TAGS were installed and I cannot find an option how to install them.

There is only an offer of some "generic" tags, which are pretty useless.

How can I transfer all my existing trags from 20 to 21?

When you first opened the Organizer in Elements 2021, you should have been given the opportunity to convert your catalog and all of its data from Elements 2020.  If you missed that opportunity, you can convert your old catalog manually via the File>Manage Catalogs dialog.  See this Help article for more details.

Your tags as well as other organization  work (albums, version sets, creations...) are stored in a catalog. So you have to recover your catalog and make it point to the new location of your media files.

https://helpx.adobe.com/photoshop-elements/kb/backup-restore-move-catalog-photoshop.html

Even if you 'write metadata to files' to store tags and captions in the media files themselves, you will lose part of your organization as well as your tags personal structure. So the above procedure is the only one to move successfully to a new computer or drive.
