I have downloaded a number of free Text Effects from the Web. Now, I want to install them for use in Photoshop Elements. How do I add them to the "Text" section found in the "Graphics" Menu? I only see tutorials the teach me how to add ASL files to the "Styles" Menu by editing my "Preset Manager". That does install the text effect, but places it the wrong location and causes me to have text effects in two different places. Please help!

Unfortunately, the Text Effects in the Graphics panel are not Layer Styles, but Actions (atn), so unless you can find some text effect actions or have photoshop so you can make your own actions, you won't be able to add to the graphics text using layer styles (asl) files.
You can see this for yourself by going to
/Library/Application Support/Adobe/Photoshop Elements/15.0/Photo Creations/text
That's the hard drive library not your user library.
