I read the 2012 and 2021 post that say it can't be done (without the Elements add-in) but I did it a couple of years ago and can't remember how I did it.
One of the ctrl/etc ways sort of justifies it, but it also maroons things ridiculously. Like

The one justify paragraph text keyboard shortcut that works in photoshop elements is Fully Justified
(just forgot about the Command + Shift + J (Mac) | Control+ Shift + J (Win)
So now after further research it seems that two Justify Paragraph keyboard shorts work in photoshop elements provided the text is highlighted
Command + Shift + J (Mac) | Control + Shift + J (Win) will justify the paragraph except the last line.
Command + Shift + F (Mac) | Control + Shift + F (Win) will justify the p

Thanks Jeff. I was able to properly (without stretching out the bottom line, just leaving whatever is on that last line left-aligned) justify the text in a previous project. See the attachment for how justifcation should look in fiction anyway. The "fully justifed" method would have stretched "anyone" across the full width of the paragraph. As in:
a n y o n e.
Of course more evenly spaced than that.
The layer I used for the two paragraphs is transparent. I just can't remember what I did.

Looks like the option you want is Left Justified which would be
Command + Shift + J (Mac) | Control + Shift + J (Win) will justify the paragraph except the last line.
The shortcut seems to work here in photoshop 2023 on a mac provided the text layer is highlighted.

I thought I was doing Ctrl/Shift/J (in Windows), but apparently I wasn't because when I do it now it works perfectly. 🙂
