how to stop Photoshop Elements 2021 from creating the folder photo quotes

When I open photoshop elements 2021 photo editor it creates a folder called "photo quotes".  How can I make it NOT create that folder

Those folders contain the templates available in the program's features.  Have you tried to delete the folder and found that the folder is recreated when you relaunch the program?  If so, I doubt whether it can be removed.

If the reason you want to delete the folder is because of space issues on your C drive, you may be able to use a Symbolic Link to move the folder to another drive.

But is creating the folder in the "C" directory.  Everytime I open the photo editor a small window opens and it says "building content and effects" (see atachment).  Why does it have to do it everytime I open the editor.  I had to re-install Photoshop and before this never happened.

If you have enough time to capture a screenshot, I'm guessing your internet bandwidth is not very high.  If you leave this download long enough, I assume the status bar will disappear.

You say that the folder is downloading directly to the C drive.  Do you mean that it is literally downloading to C:|photo quote\  ?  Or is it downloading to the default location which is C:\ProgramData\Adobe\Photoshop Elements\21.0\Locale\en_US\Photo Creations\photo quote?  I'm assuming the latter. 

As I indicated earlier, there is nothing you can do about it other than perhaps to create a symbolic link to the folder.

yes the status bar does disappear after it is finished.  It is literally downloading to C:/photo quote

That should not be happening.  My suggestion is to first reset the preferences. Go to Edit>Preferences>General tab and click the Reset Preferences on next launch button.

If that doesn't work, uninstall and reinstall the program.  When you uninstall it, choose the option to delete the preferences file.

I decided to go ahead and uninstall and re-install the program.  Had to do it two times but it is fianlly working the way it is supposed to.  Not sure why the problem occured but glad that it is no longer a problem.  Thanks for your help and info.
