When you use the Elements Organizer, no files are transferred.  The Organizer is a database that creates pointers to the files stored on your computer's hard drive(s).  You do this by using the Import commands.  It is similar to creating a museum catalog of paintings.   The catalog only shows representations (thumbnails) of the artwork in the museum and tells you where to find them.

I have transferred picture files from my disk drive to the organizer, twice
. I have done this twice. now i attempt it and it doesn't work because i
have failed to remember how i did it. I am 80 and got confused on how i
succeed in doing this. forgive me but I could use some written instruction
on the proper steps to do this. thank you for your kindness in replying and
i hope you can still help me out, thanks, hr

Follow the steps in the screenshot below:

  1.   Click on the Import button at the top left of the screen
  2. Select From Files and Folders . .   A new navigation dialog will open.
  3. Select the folders that you want to import into the catalog.  You can select more than one folder using Shift+Click or Ctrl+Click
  4. Click the Get Media button.

Added:  My screenshot is from Elements 2025.  Prior versions should be similar.

What Operating System and version of Elements are you using?

Are you just trying to import individual files in a folder or the entire folder?  If you are only trying to import files rather than folders, you have to select the files and click the Open button.

What version of Elements are you using?

I'm afraid I don't understand what is happening.  Please show us a screenshot of your monitor after you have clicked the Import>From Files and Folders command.

Another way for you to import the files into your catalog is to open the Organizer, then open Windows File Explorer.  Select the files in Windows File Explorer and drag the selected files to the Organizer.
