Hue/Saturation won't work

I have Photoshop Elements 13. Cannot get Hue/Saturation to work. Under Enhance - adjust color - hue/saturation is greyed out. Won't work when I press "Control" + "U" either. Need help

Suggest that reset preferences to default.

Go to Edit>Preferences>General
