I have reviewed several tutorials and I'm still having trouble creating the following:
1) Dimension minimum size is 1000 x 1000 (per the printer)
2) I need the logo on a transparent background
3) Putting the text in a select space
Problems I'm having:
1) When I open a new file the color picker (foreground color boxes are black and coral. I don't know how to change so my background stays transparent.
2) I created a new layer for the text but I cant create the box for the area of the text. When I attempt to do so and click the
the background color turns coral.
3) I can't figure out how to type on the text layer
I'm frustrated but I need to stay focused so I can complete the task. I'm using Adobe Photoshop Elements 2018.

In this example I created a blank file, added a text layer, and added a custom shape and simplified the shape layer.
Both the text and shape layers have the transparent background you want.
Now you want to delete the Background layer, or turn off its visibility I have done.
Then save the file in a format that supports transparency such as PSD, PNG, GIF, TIFF, EPS.
Note that JPG and BNP do not support transparency; if I were to save my example in either of these the result would have a white background.

Happy New 2018! Thank you for taking time to give me assistance. It was helpful to learn that I should turn off the background layer once I've inserted the logo/text and which files to save in.
I'm still having trouble creating the text box boundary,smh. Also, should I not concern myself with the color picker (foreground color box?

Sorry, I can't help you with the text box problem because my dinosaur version PSE2 does not have a text box, only the Text tool.
Perhaps 99jon could address that, or you might want to create another forum discussion with "problem with text box" or something like that in the title.
Whether you start a new discussion or continue in this one, it would help to include a snapshot of your PSE work area, Including the open layers palette, to help explain your problem. As the old saying goes, a jpg is worth a thousand words ![]()

After choosing the T tool you can simply click and start typing. You can set the text color from the dropdown menu in tool options at the bottom, when the text tool is active. You can type anywhere and when finished click the green checkmark. A bounding box will then appear automatically. Use the move tool to drag into position.

Further to Mark’s instructions, you can start with a blank document and choose transparent from the dropdown menu at the bottom of the new document dialog – see image below.
Start from Expert mode and from the menu choose:
File >> New >> Blank File
Enter a preferred file name, choose your dimensions and set background to transparency. Click OK.

Thank you for taking time to assist me. I understand more now after reviewing you and Mark's comments. I'm still experiencing difficulty with the color picker (foreground color box, it is not something I should concern myself with?) and creating the box for my text.
