I can't view installed actions

I installed previously purchased actions into the Photo Effects folder and they are not showing up in the thumbnails under effects. I can see the purchased effects listed in the Photo Effects folder along with the PSE 16 ones, but they don't show up when "show all" is indicated. I followed all of the steps I previously used to install/ use purchased actions. I did rename the mediadatabase file so that it would reload upon opening PSE 16. Suggestions?

Confused here... do you mean version 15 or the new and rebranded version 2018?

If you mean the new version 2018, are you sure your actions are compatible?
