I cannot register my software - "please try again later"

Hi,

I am setting up a new laptop.  I have PS Elements 11 on my old laptop and want install it on my new laptop.  I have set up an adobe ID and am trying to register the software so I can transfer it easily onto the new laptop but every time I try and register it goes through the process and comes back with the advice "we cannot register your software at this time, please try again later".  I have been trying for over an hour with the same result.  Any advice?
