I don’t see how much I have to pay for Adobe Premier Elements 2020 only Upgrade

I have a Photography Plan (Annual plan prepaid) and I am interested in Adobe Photoshop Elements. I don’t know how much I have to pay. I’ve got an email promoting “Buy Photoshop Elements 2020 for 20% off!.... US $79.99” but I understand that it’s only for Upgrade. I don’t see how much I have to pay for Adobe Premier Elements 2020. Could you give me more information about it? Thanks
