I have Premiere and Elements ver 21.0. Can I upgrade it? Or is that a new purchase? Subscription?

I have Premiere and Elements ver 21.0. Can I upgrade it? Or is that a new purchase? Is a Subscription required?  

I like the product for its ease of use but it is pretty limited in features I would like to have so I'm not willing to pay a lot for it or use a subscription.  For example the pan and zoom tool is awful.

Thanks for your thoughts about upgrading.

You are entitled to a prior owner discount when you purchase from Adobe.

And although I am being pendantic, the purchase is for a 3 year term license.   The 3 year term runs from when you activate the license. If you want to upgrade to the new features of next year's version, if and when it is released, you will make a new purchase of another 3 year term license.  However, you are under no obligation to do so, and the program will continue to run for the term.  It is also the current understanding that the Organizer will continue to work beyond the license term even if no new version is purchased.

Also, be aware that the latest version of Premiere Elements is very different than your current version.  I assume you have either Elements 2021 or Elements 2023 (which is version 21).
