I have to double tap in order to draw on PS Elements 13

I use a Wacom Intuos Pro medium since 2014 and it has worked fine after all these years. Turns out that after this last Windows 10 update, the software doesn't seem to be responding as it should: When I try to draw normally, by just tapping it and stroking, it just moves the layer or does absolutely nothing; it only works after I double tap it. I can't also scroll correctly through my projects like I used to.

I've read that maybe turning off the Windows Ink can help but I tried that and it didn't work. I also tried with the tablet settings and the PS E settings and still nothing.

I've seen other users having the same issue and asking for help and get nothing as an answer too.

I'm concerned to the lengths this annoying issue could get. It seems to me that this is mostly a Windows Update issue rather than PSE or the tablet itself, so Windows must do something about it to fix it?

How do we get them to notice?
