I think I've been burned by my PSE 2023 license

I purchased and registered PSE 2023 in August 2023. Recently I've been going through immumerable futile steps to re-install the WebP plugin, which up until recently worked fine. Still, Elements (even after reinstallation) doesn't recognize the plugin at all. After many attempts to fix this problem, I just got a noticefrom Adobe.Tech that " No, it's because Windows 11 is not supported with our older version of the software. PSE 2024 comes with 4 years of warranty and supported." So if I upgrade to 2024 (or 25), will I lose the balance remaining on my PSE 2023 3-year license? ANd does it make any sense not to just skip to 2025, if my paid licence isn't going to be honored anyway? I need to be able to use webp.

How and where did you get the notification from?  It sounds like the person is impersonating an Adobe employee.  The information you received is nonsense.

I also read this from you: @jmillsp the website provides a download link for the last two versions of Elements.  It is an easy place to find it for those who need to download the program to reinstall or install on a second machine.  It also gives an easy place for Adobe Support to link to for users who often can't find the download link on their Adobe account.

That is a scam. 

It is not Adobe.  Adobe doesn't use Outlook email addresses.

Please send me a PM with the link to this user on the forum so that I can report them.

..." will I lose the balance remaining on my PSE 2023 3-year license?"  Nope.  there is no 3 year liscense with any version prior to pse 2025. 

 "PSE 2024 comes with 4 years of warranty and supported."  Nope.  That is something only a scammer would say.   Hopefully you did not give the scammer your login and password to your adobe account. 

Adobe only supports the most current version, and the previous version of Photoshop elements--- but offical adobe  employees do respond in this and other Adobe support groups. 

An adobe employee user icon always has the little adobe icon on the lower right corner of their profile picture.

Adobe employees never "cold call" an email to someone-  but scammers do.   Quite often their email tries to look official, but will end with "Adobe@outlook.com"   Adobe support always ends with "Adobe.com"


This is what an actual Adobe employee user icon looks like:

Many of Adobe employees tend to be from the country of India-   Their names can be somewhat hard to pronounce, but verified Adobe employees provide solid, and sound advice and recommendations.   Yes, there are Adobe employees with  Western names "Bill Johnson" (A name I made up)  but what matters is that they are actual Adobe employees If they lack that little Adobe icon in the lower right corner of their profile image they probably are a scammer.

OK, I learned something from this. If he looks like a fish, smells like a fish, he's a scammer. Or she. Is it true that 2023 is no longer "suppported," and that the only way I'll get full functionality from my PSE, especially the use of the webp plugin that worked last month, is to bite the bullet and buy PSE 2025? If so, I'll have at it.

Yes, it's true that Elements 2023 is no longer supported. 

It seems that there is some kind of conflict on your computer with respect to the WebP plugin.  The only other suggestion I have for you is to use the Adobe CC cleaner tool to wipe all Adobe programs from your computer and reinstall them.  Although the linked page only refers to Adobe Creative Cloud, the tool will also wipe remnants of Elements from your computer.
