I updated Topaz Photo AI and now Elements Editor won't open

I have been using Topaz Photo AI as an integral part of my editing workflow and it had been working fine. But, today, I installed the update for the most recent version of Topaz Photo AI on my Windows 10 PC.

Now, the PSE Editor won't open. 
 
I've un-installed the TPA update and reinstalled, but that didn't solve the problem. 
 
There is a 1/26/2023 plugin file on this path: C:\ Program Files\Topaz Labs LLC\Topaz Photo AI. 
 
A path for a 12/29/2022 plugin for Photoshop Elements is: C:\ Program Files\Adobe\Photoshop Elements 2021. 
 
I don't see a path to a plugin downloaded with the update today 1/31/2023. Nor do I see an official "PLUGIN" Folder under PSE, but other plugins are in this PSE 2021 folder. 
 
Note: Topaz Photo AI is working as a stand alone, but the big issue is that it is somehow interfering with the EDITOR in Photoshop Elements 2021. I don't even know if the plugin is the issue?
 
I can't open the EDITOR at all any more! Please help!
