I'm having the same problem with PSE15 on two separate desktop computers, one running Windows 10 pro on a 64 bit Dell Inspiron with 8GB RAM, the other on Windows 10 home on a 64 bit Dell XPS with 16GB RAM. I am used to earlier versions of PSE (v4 and v6) but this version is quite a step up for me so I don't know if what is happening is normal or a bug or what. I've searched through the forum and on Google and can't find anyone else who has or had the problem.
I normally use the mouse wheel to scroll through options in various menus, particularly in the blend modes menu at the top of the layers palette, but it happens in other menus too. I also use the mouse wheel to zoom (have set it in the Editor's preferences). I don't use Organiser, just editor, and I only use the Expert part of the program. However, in this version of the program, unlike previous versions I've used, when I click in the image (or on the layer) that I want the blending mode or other options to apply to, it won't commit my choice. I found a workaround of using a keyboard shortcut (I think the one on the list was shift plus enter, but I've found that just using enter works okay too. However, this really isn't the greatest thing for me as I tend to work quickly and it interrupts my flow. I use a lot of layers (on the one with 16gb RAM) and have two drives on the XPS - one HDD, one SSD - and have tried assigning the scratch disk to one and then to the other but neither makes any difference, so I don't think it has anything to do with memory or space.
Each pc has a different mouse. I have all the current updates for both PSE15 and for the computers. They are new computers and are otherwise working okay. (I look after both, but one is mostly used by my husband, which is why we have two.)
This is bugging me so much, I hope someone can help!! I even tried reinstalling v4 but of course Windows 10 64bit isn't suitable for it.
