Please elaborate. Which icons, graphics? Which program are you using? PSE Editor or Organizer? Windows or Mac.

Try resetting the preferences file. Go to Edit>Preferences>General tab and click the Reset Preferences on next launch button.
What version of photoshop elements?
Did you recently update your Mac to macOS Sonoma 14?
