I saved my photoshop file on my flashdrive. I decided to save it again but as it was saving, I accidentally pulled out my flashdrive. Will the photoshop file be the same as the first save or will it be messed up?

You should be able to tell us the answer to that by examining the contents of the flash drive.
If PS saves to a temporary file and then deletes the previous version of the file, then renames the temporary file to the correct name, then it depends on where in that process the flash drive was pulled out.
If it was before the delete of the previous copy maybe you're ok, but it also depends on if there is write caching enabled and the OS will report that the data has been written before it has actually made it to the flash drive.
If there are no temporary files or renames, and PS deletes or overwrites the previous copy of the file as it is writing the new copy then things are probably not ok.

I am not sure when the deletion of the previous copy occurs because I save the current file over the previous one. I believe I pulled the flashdrive out at maybe 15% of the saving

Then depending on what PS does (temp, delete, rename) or (delete, save) then you'd be ok or not. There's not need to even ask here, just put the flash drive back in, let the OS check/repair it, and open the file that you were saving to when you pulled it out. It'll either be intact because it's the previous version, or it'd be corrupted because it's the one PS was saving to. If you pulled the drive out and got on a train and won't have access to a computer until you arrive at your destination then you'll find out when you get there.
