Do you mean a WebP image?

 

If so, there's a plugin you can download which enable you to open and save WebP images in Photoshop Elements 2021.

 

Follow the instructions here: WebPShop 

 

Just substitute C:\Program Files\Adobe\Adobe Photoshop\Plug-ins for C:\Program Files\Adobe\Photoshop Elements 2021\Plug-Ins if you're a Windows 10 user. If you're on a Mac, I'm sure you'll work it out 🙂

 

All other common web image file formats as supported by Photoshop Elements 2021 straight out of the box, e.g. JPEG, PNG and GIF.
