In Photoshop Elements, I am wondering how to resize/merge two images

I have an image of a carnival frame game with a banner.  I want to insert another image, a banner into the frame game so it looks like the 2nd banner is within the frame.  I am having a hard time resizing and making the 2nd layer fit just right, and how to view the final merged image.  Thank you for the help.
