In PSE 8: Not able to set new image size or change image size

Hello All,

 

When I am building an image with a blank border around it I hit Ctrl-N and set up a blank image large enough and then drag a smaller image over this, leaving space around. Yesterday, I was unable to do this -- the new image dialog does not accept any change. Similar happens if I accept that size and try to change it via menu option Image>Resize>Image Size.

 

Does anyone have any thoughts on where I've gone astray?

System is: Windows 7, 64

I would reset the pse 8 editor preferences by going to

C:\Users\UserName\AppData\Roaming\Adobe\Photoshop Elements\8.0

and trashing the Editor folder
