Inserting a selection into a frame

I fill a new blank file with a solid color.

I then select a frame - "gringe mask" from the "Graphics" option
and it places it on that new filled file.

I now select from another image and want to place the selection into
the frame.

This does not work. It seems to "insert" but ...

If I move the selection the frame and all move.  I cannot modify the selection in the frame
and the frame independently.

How can I insert a selection into the frame? How do I do that?

This is a screenshot from pse 2024 in dark mode.  Earlier versions do not have dark mode.

Do you wish to move the picture because the frame blocks  the visibility of something on the picture?
