install disc not working [Was Photoshop Elements]

Hi, i purchased a Wacom in 2011 and got Photoshop Elements on a CD with it. Now i want to install it on my new Computer but when i try to open it it says that the program is no longer relevant for usage (or something similar). Did you ever encountered that?

Which operating system are you running on?

Which version of PSE is it trying to load?

It could be that your new operating system does not support the version of PSE

What is the exact error message? Can you post a screenshot?
