This seems to be a network connectivity problem or a corrupted file.
Try turning off your anti-virus and firewall software temporarily during the install. If that doesn't work, I suggest you contact Elements support. You can start a chat session by going to the Contact Adobe Support page. (https://helpx.adobe.com/contact.html?rghtup=autoOpen) Make sure you are signed into your Adobe account and try typing Agent when the chat window opens. (If you use my link, the chat window should open automatically.)

It sounds like you have received a response from a scammer who is pretending to be Adobe Support. There is no way that the response you described came from Adobe. It is nonsense.
If you received this communication via a Private Message on this forum, please let us know the name of the person who contacted you so they can be banned from the forum.
In the meantime, contact the real Adobe Support via the link I provided earlier.
