Install Problems with both 2020Elements

I tried downloading Photoshop Elements and Premiere Elements to my desk top, extracted files, click on setup and nothing happens. When I click on the other setup I get "installation cannot continue as the installer file maybe damaged" I tried yesterday and today, any ideas?
