Installer stuck at 54% for hours. for PS Elements 13 download

Help someone I cannot get past 54% in the Final stage of Installing PS Elements 13. I am on Win7 32 bit system.

It has given me error message last night to install creative cloud. I installed that nothing works. I uninstalled Creative cloud. Still stuck at final stage of Installation of PS Elements 13?

Anyone know what I can do?
I have used the Cd and also Adobes Download sent to me via my email ..The time left keeps goin up from 20 mins. to 120 mins.  HELP??????

I really need this program to create for IMVU.

Please try out the following steps:

1. Kill Adobe Application Manager if running from task Manager

2. Update Adobe Application manager from Adobe - Adobe Application Manager : For Windows : Adobe Application Manager : Thank You ​

3. Uninstall PSE13 if you are seeing this program listed in Installed programs list

4. Download PSE13 from Download Photoshop Elements | 15, 14, 13, 12, 11, 10

and try installing it again.

Let us know if issue still exists.

Nope it doesnt work it stops downloading at 52 % now. Its my Cd disk I own it. Its not working from the Adobe site either.

I guess Im screwed . Doesnt adobe have a patch or something for this to make it download?

I get no help on the phone with adobe all they do is send me here to forums.

I heard it u uninstall Adobe DC u cant download this. did that it didnt help.
I uninstalled 2012 and 2005 Redistributsblr x86 once already to help. Well IT didnt help.

Ive been trying since Last Friday to get this Program up and running as I need it for creating purposes for IMVU..

Isnt there a patch or anyone who can help me?
