Installing Elements 2018 on Windows 11

Previous posts seem to indicate that I should be able to install Elements 2018 on my new Windows 11 PC. However, when I try to install, it asks me to log in to Adobe. When I click on that, it opens a pop up window that says "Update your browser -To use Adobe services, please update your Adobe applications, operating system, and browser to the latest versions." I have tried installing through DVD and also download from Adobe using my Serial Number. I am on a new computer and have tried it from both Firefox and Edge. The pop up window won't close (greyed out) so the only way to close it is to use the task manager. What is happening? Is Elements 11 not compatible? Thanks for any advice. 🙂

By the way, Photoshop Elements 2018 is version 16, not 18.
