Installing PSE on two computers

I have photoshop elements 2024 (download version; not the creative cloud one) installed on laptop1.

 

Can I also install it on laptop2? (won't be using laptop1 while I'm using laptop2).

 

From what I read, it seems like I need to deactivate it on laptop1 before installing on laptop2...but maybe that's for PSE 2025 only, and PSE 2024 allows you to use it on a 2nd laptop w/o having to deactivate it on the first one?

I was able to install on 2 laptops and use it on both laptops, as long as I signed out of the other laptop.

You just can't be using both copies of pse at the same time.

Some sources say the first computer must have 2025 deactivated, another says Elements 2025 must be signed out. In plain language, if the first computer with Elements 2025 is not running and turned off, can the second instalation on a second computer take place? If not, how does one "deactivate" without uninstalling? Thanks from an older non-techie newbee.
