Invalid JPEG

I have uploaded photos from a Galaxy S8 mobile but they do not open in Photoshop Elements 2019. Message says that a SOFn, DQT or DHT JPEG is missing before a JPEG SOS marker. I have no idea what this means, can anyone help?

Something about how the jpegs are saved from some recent phones photoshop elements doesn't like.

You should able to open those jpegs by going to File>Open in Camera Raw in the pse 2019 editor.

Thank you for your reply. However I couldn't open the file with the editor either, same message about the marker being missing before the  JPG  SOS marker which I don't understand. What I have done now is download a free file converter and converted the JPG to a BMP file and now it does show in Photoshop but I don't know if I have done the correct thing.  The images were sent to my iPhone from a Galaxy S8 phone via What's App and my son suggested that they may have been encrypted? I have received images via What's App from other iPhones and they have been OK.

There has been several posts about files from Whatsapp not recognized by Elements and other Adobe softwares. Elements considers that the metadata in the metadata header of the jpeg files does not comply with the standards. Whatever the detailed explanation maybe, the only known workaround is to open those jpegs in any available simple editors which will ignore the header and then to resave the jpegs from those softwares.

Photos safely uploaded now. I opened in Paint, saved but I had to delete from catalog and then upload them again. Can photoshop techies do anything about this glitch as it is time consuming but thank you to those of you who gave me the solution about Paint. Regards cesdai.
