Thanks for reaching out. 

Photoshop Elements 7 is an old software version and isn't available for download. Currently, we have Photoshop Elements 2023. This is how you can download and use versions 22 and 23: https://helpx.adobe.com/download-install/kb/photoshop-elements-downloads.html

If you have a registered program, click on this link which will take you to the Products page of your Adobe.com account. There you will find download links for your registered products and the serial numbers for each.  I know that download links for versions as early as version 9 are available.  I'm not sure about version 7.
