Is the organizer rebuilt when there is a new release of the editor?

Is the organizer rebuilt when there is a new release of the editor?  The build numbers are different, so it is unclear if the organizer was recreated also.

I don't think the Elements 2021.2 update changed anything in the Organizer.  The Organizer's build number has certainly not changed.

Greg rightly mentioned, there is no change in Organizer and Premiere Elements hence different build numbers from Photoshop Elements.
