Issue with Page Setup for Printing in PSE

I recently purchased Photoshop Elements 2018.  It is currently up to date--version 16.0 x64 used with Windows 10 Pro version 1709 64 bit.  I edited my first batch of photos and am trying to print for the first time.  However, I am experiencing issues with the Page Setup for printing.  Whenever I go to Page Setup in the printing dialog box, the advanced printing preferences dialog box pops up.  (These settings are already available under Printer Settings, Change Settings, Advanced Settings.)  Therefore, I am unable to access Layout or Paper Handling or save the settings as a preset as specified in the User Guide (see below); everything else appears to work as described.  I can control some of these options via the advanced preferences, but it's not quite the same.  Does the printer functionality supersede the program functionality?

Also, is there a way to print more than one photo per page in the editor?  I can only seem to do that in the Organizer, but I prefer the crop marks in the editor.  I really don't want to waste my photo paper.  After the Windows 10 Creators update, my printer was deleted and my Surface Pen stopped working, so I had to reinstall the printer driver and re-enable the Intel(R) Precise Touch Device.  I also recently downloaded the free Adobe Acrobat Reader DC.  I'm not sure if any of these changes are playing a role.  I did delete and reinstall my printer again, but the results were the same.  I would be grateful for some help resolving this issue or at least an explanation!
