Per a discussion found here that I started with OpenOffice, we have determined that Adobe PSE 15 no longer functions like other software with respect to storing the correct metadata for other applications to read. Since I was forced by Adobe's deplorable licensing BS to go from Adobe PSE 10 which actually worked to 15 I had expected it to work!
I can confirm this occurs only when a JPG is rescaled and resampled, PNG rescaling is NOT AFFECTED. IMHO this is a BUG in Adobe PSE 15!
According to recent appends in the above forum, Writer seems to be using the old JFIF standard which Adobe says is obsolete and not compatible with EXIF. Adobe uses the EXIF standard only. Using exiftool to extract the metadata in groups shows that the files which are correctly sized by Writer include a JFIF group containing resolution data. The files from Photoshop Elements don't have the JFIF group.

If I use exiftool to change the JFIF resolution but not the EXIF resolution for a .jpg that is displayed with the correct size, then Writer uses the new JFIF resolution and the image size changes. If I completely remove the JFIF settings then Writer uses 96ppi on my system and again the image size changes. In both cases, Writer ignores the EXIF resolution settings stored in the file.
So the solution or workaround can be just re-sizing the image in Apache OpenOffice. If you require the JFIF to be correct then you could still use Adobe PSE and after editing import and save your images again using GIMP 2 or MS Paint to get the JFIF updated, since PSE is not going to do that. Or, you can just use GIMP 2 for everything, its just a rich functionally and does not exhibit this strange behavior.
