Language in Adobe Photoshop Elements11.0

Hey! I have Adobe Photoshop Elements Version: 11.0 (11.0 (20120830.r.32025)) x32 installed. I would like to change the interface language from English to Russian. There is no item "Language" in the menu "Preferences - General" to change the language. I ask you to help

The Russian language is not available for recent versions, and I think it was the same with Elements 11.

You don't change language from your preferences, you have to uninstall and choose your language during the re-installation process.
