Lightning strike killed PC. Cannot deactivate to install on replacement - Please Help

We had a lightning strike a few days ago that took out my PC that had one of my Photoshop Elements installs (the other is on my laptop).

I bought a replacement PC but now cannot reinstall the program because there's no way to "deactivate" from the old machine. I even tried installing the drive in a different PC just to deactivate this but the drive will not even boot any longer.

What do I do? I have documentation from the computer repair shop (mandated by State Farm) that the PC was a complete loss.
