Logo and Text is blurry

So I'm still starting off learning on how to use adobe photoshop elements 15 and I was hired to make a logo but it's blurry. I've tried so many different things and I just can't get a crisp look. Can anyone help me fix this??l15.jpg

  1. Open the file
  2. Duplicate the Background layer and work on the Background copy layer
  3. Set the blending mode of the Background copy layer to Overlay
  4. Go to Filter menu>Other >High pass and set the pixel radius to about 50. ok it.Capture_2.jpg

Thank you but I'm still a bit confused. this is a PDF so there isnt a backround layer and I kind of need a ore step by step if thats ok
