low pitch sound when moving cursor in ps el 2024

I purchased ps el 2024 and installed it on my new Dell xps8960 computer, Windows 11. When I use the cursor, i.e. pencil, there is a low pitch sound when I move the cursor. What is going on? And how can I stop the sound?
