I'm currently using Luminar Neo photo editor as a plugin with PSE2019.
If I upgrade to PSE2023 will it still work?

In general, yes. But I have had issues with images from various smart phones, when opening them in the Editor from the Organizer. The images are improperly rotated. Luminar has indicated that it is aware of the problem and intends to fix it.
You can download a free trial of Elements 2023 and see for yourself whether it works for your needs.

I downloaded, and installed PSE 2023 Trial version.
Can't get it to work. The main issue being the dropdown menus in the Organiser "freeze".
Also noticed under Find > By Details (Metadata) > File type, there is no RAW file option.
Uninstalled and gone back to PSE 2019.

With Elements 2023, you have to download Adobe Camera Raw separately (from the Help menu).

I've re-installed PSE 2023.
Waited until People (face recognition) had finished analising my images files (approx. 34,000!).
I still can't access the dropdown menus, top left, File, Edit, Find, View and Help.
Re: other users reporting a similar issue; on my Windows 11 PC "Automatically hide the taskbar" is deselected.
P.S. RAW file comment noted.

I've managed to download Adobe Camera Raw (from the Help menu).
Currently Face Analysis is running on my RAW files.

Contacted Adode Support and they have adjusted PSE Permissions and Repaired MS Visual C++ Redistributable.
PC running faster and Luminar Neo successfully setup as a preset.
Had a problem restoring Albums but previous posts, regarding this issue, were very helpful in resolving the issue.
All looks good.

I reported the fault as set out above.
The fix was carried out remotely by the Adobe Agent.
Reading the thread it sounds like a similar issue.
