making individual photos from videos

I use Photoshop Elements 8. I have several videos and would like to be able to extract shots and make them into individual photos. Is this possible?

In the pse 8 editor go to File>Import>Frame From Video

frame extraction can be done automatically (or manually if you so choose) by using Candid Moments in Premiere Elements 2018.
