That particular video is no longer available.

It was part of Jan Kabili's excellent Photoshop Elements 13 Essential Training on lynda.com. LinkedIn has since bought lynda.com and this course has now been archived.

However, here are two other videos on layers in Photoshop Elements, again by Jan Kabili, but for Photoshop Elements 11 & 12 that I'm sure you'll still find useful:
