Menu bar and nav panels are too small

When PS Elements 12 opens, the menu items are so small I cannot read them. I don't think it is screen resolution because all of my other software has normal sized tool bars/nav panels/ menu titles. How the heck can I fix this?

3840 x 2160 is the resolution. Below is the screen shot of PS Elements 12.

Try changing your monitor to a lower resolution.  Your other software may be able to adapt to the higher resolution, but Photoshop Elements 12 doesn't have the ability to change the way it looks.  Versions 13 and later have the ability to adjust the size of the Photoshop Elements display.

That made no change in the appearance of the menu items. I lowered the rez down to 600 x 800 and it made the screen area smaller, the icons, etc larger, but when I opened up PS12 - it was still the very small lettering. I can't believe I spent $150 bucks on software that I cannot use.
