Missing Quick Guided Expert

I am missing the Quick Guided Expert options at the top middle of the screen. I am stuck in quick mode. I tried resetting panels, resetting preference son next launch, reinstalling the program.

 

I am on Windows 11 22H2. 

Photoshop Elements 2021 v19.3

 

Any thoughts on how to fix this?

That option is not on, i just took a screen shot of the app, not the whole desktop.    

 

I did find out more info, if i click where the buttons should be, they do work, i was able to switch to expert, but that whole bar is not being drawn. I wonder if there's some driver conflict.

OK.  Yes, you may want to update your graphics card drivers (from the manufacturer - not Microsoft) and you can also try to toggle the Graphics Processor checkbox in the Edit>Preferences>Performanace dialog.

BTW, has the window ever appeared correctly under Win 11 for you?  If so, try resetting the preferences file. Go to Edit>Preferences>General tab and click the Reset Preferences on next launch button.

Tried turning off use graphics for improved performance

Tried updating to latest nvidia drivers from nvida

previously tried the reset preferences

 

It works on another Windows 11 lapto, this is a Surface Studio 2 I am having issues with. It did work on this about a month ago before some Windows 11 update. I have a feeling now that it's the update that broke something.
