Missing the old 'arrange' option

Used to be able to open several photos outside the Photoshop edit window to compare each one in a series. Now I seem to need to open them in Preview in one screen and edit them individually in Photoshop Elements in another. Really clogs up the desktop. Does that option still exist under another name?

Nice to know:

ALSO:  Right mouse click on an image in the photo bin and choose "duplicate"  I do it alot to compare before and after images.
