Missing toolbars and odd UI behaviour. [was: HELP!!!]

When I opened Photoshop Elements today to edit some photos I need to get done there is something very wrong & I have never had happen before!!!

When I click on a tab (File, etc) the drop down menu is super skinny so I can't even read the options on the drop down menu.

I am also missing my tool bar that is directly under the File, etc tabs & also missing my Full, Quick, & Guided Tabs above my Effects/Content on the right side of the screen. I really need to fix this ASAP!!!!!!!

Which version of Photoshop Elements (PSE)? Which operating system?

Try resetting your Preferences in PSE.

Trouble with tools. Is there a Reset?

Tried the ALT+CTRL+SHIFT to reset as well as Deleting the Photoshop Elements Preferences under My Computer and so far neither of those did anything.
