Moving PSE10 Catalog from Windows 7 to Windows 10

I am trying to move my catalog from a Windows 7 laptop to a Windows 10 desktop.  I have been using PSE10 on the laptop, and downloaded the same version (from my registration key) to the new desktop.  Restoring the catalog returns the same error of "Catalog conversion failed. Try repairing the catalog with the software that created it and retry conversion. Please refer to the Help article "Catalog Conversion Errors" for more details."  I have tried restoring to both the Original Location and New Location with the same error.  I have tried backing up the laptop catalog a second time, then restoring it each way.  Same error message each time.  To be clear, the pictures (and associated folders) are all being restored onto the new desktop, but I have no tags or other "applied" information.  Can anyone provide some guidance?

What I undestand is that the restore of the files folders works ok as well as the old catalog folder restore, but the last step which is to convert the old catalog fails.

Did you try all the suggestions in the paper you have quoted?

What is not clear for me in the text of the error message is that if you have the same PSE10 version on both computers, there is an 'update' of the data in the catalog (for the new location of the files), not a 'conversion' (for the database format). After the restore, can you find a catalog folder including a 'catalog.pse10db' file on the new computer?
