My photoshop elements 13 will not open

Hi. My photoshop elements photoshop editor will not open. The organiser will but i don't need that.

I have uninstalled, reinstalled and everything else suggested. Spent 3 hours trying to find a contact at adobe but no way of making any contact.

Anyone help please?!!!!
