Needed a new C Drive - got one - yet my pictures & albums did not get transferred. I was told that the pictures & albums was not on my C Drive but in my Elements 2019 software. How do you get those pictures and albums?

How were the files transferred from one drive to the other? Was the original cloned? Or were files simply copied from one drive to the other? More specifically, was the Program Data folder transferred? If so, look in the followingfolder: C:\ProgramData\Adobe\Elements Organizer\Catalogs\. You should see a folder with the name of your catalog. (The default would be My Catalog, but you may have changed it tos something else.) Inside that catalog folder will be a file named catalog.pse17db. If Elements 2019 is working on your new hard drive, you can double click on this file and your old catalog should open in the Organizer.
Of course, if you have previously moved the location of the catalog folder, the file will be wherever you moved the catalog folder.
I am also assuming that your photos were copied or cloned to the new C drive in the same hierarchy as the old drive. The Element program does not store the photo files. It merely catalogs where you have stored the files on your drive.
If what I have suggested does not work, we need more information from you.
