I need help finding out what type of font is this?????

where do I find this in photoshop elements 2018??

The software uses the system fonts. You will need to install the font in the font folder on your computer. This is  in a location unique to Windows and Mac.

As to identifying the font, google for "free fonts" and search for it or something similar. A site that I like to use is www.dafont.com.
