No need.

Just install Elements 15, enter your Elements 15 upgrade serial number then enter your version 9 serial number when requested.

However, if you shop around, you may be able to get a new, full version of Elements 15 cheaper than an upgrade version. Then you won't need your Elements 9 serial number at all.

problem solved, received a response from John and was able to download elements 15 without downloading the earlier version. Thanks to everyone checking into my question.
