It seems you are in a situation seen recently in a few cases.
The main reason is that you should ONLY deactivate a computer with that Elements version from within Elements editor in the menu Help > Sign out.
You should not try to deactivate from your Adobe Account: the deactivation available in that account only deals with the activation of the Creative Cloud or other Adobe subscription. They have no effect on the Elements licence.
If you have missed the opportunity to 'sign out' from within the Elements editor, it's the same as if your computer is no longer available: the solution is to ask 'Consumer Care' in a chat session in which Adobe Staff can solve the problem for you within minutes. Be very clear you don't ask for software help, but only for 'deactivation' of no longer available licences.
