New installation - odd sized window

I just installed Photoshop Elements 7 on a new computer with Windows 10  (old computer had Windows 10)   Tool bars and such are very small as if looking at them from far away.  How can I get the toolbar back to a 'normal' size.  Even opening a jpg, the image is quite small.  Thank You.  Screen shot attached.

Those legacy versions cannot deal with High-DPI screens since at the time these things didn#t exist and the software was not designed for it. You have to lower your screen resolution at the system level to improve the situation.

This is a 17 inch laptop.

Resolution was set at 2560-1600 (the recommended value)

Changed it to 1920-1080 and then to 1680-1050.

Screen is much closer to where I think it should be. To look at them, the
two latter settings did not seem to be all that different. I must admit I
know very little about the various resolution settings.

Thank you for pointing me in the right direction.
